EDI-CRO is led by Chandra Bhatnagar, Assistant Vice Chancellor for Civil Rights (“AVC CR”). AVC Bhatnagar is UCLA’s Local Implementation Officer for the UC Anti-Discrimination Policy.

Every member of the UCLA community deserves to be treated with dignity and respect. UCLA’s mission is achieved when all members of the university community enjoy protection of civil rights. The UCLA Office of Equity, Diversity and Inclusion’s Civil Rights Office identifies, communicates, investigates and works to uphold civil rights protections for students, staff, faculty and other academic personnel, as well as patients at UCLA Health. EDI-CRO works to advance civil rights protections for all Bruins and ensure that members of the UCLA community can study, work, live, and receive medical treatment free from discrimination, harassment, and sexual violence.
Civil rights include the right to be free from sexual violence and sexual harassment, as well as the right to be free from discrimination or harassment based upon race, religion, color, citizenship, national or ethnic origin, ancestry, sex (including pregnancy, childbirth, breastfeeding or related medical conditions), gender, gender identity, gender expression, gender transition, sexual orientation, physical or mental disability (including having a history of a disability or being regarded as being disabled), medical condition (cancer-related or genetic characteristics), predisposing genetic information (including family medical history), marital status, age (over 40), or veteran or military status. Investigation and Resolution of Civil Rights Complaints
EDI-CRO receives complaints and conducts investigations of all forms of discrimination, harassment, and sexual violence to uphold civil rights protections for the UCLA community including students, staff, faculty and non-faculty academic personnel as well as patients at UCLA Health. When you report an incident to UCLA EDI-CRO, one of the units within the Civil Rights Office will contact the individual who experienced the alleged harm. After engaging with that person or persons, the unit will make an initial assessment, including a limited inquiry when appropriate, to determine how to proceed. Civil rights responses may include: Administrative Closure, Alternative Resolution, Formal Investigation, or Other Inquiry.

If you have experienced sexual violence, sexual assault, sexual harassment, dating/domestic violence or stalking, confidential support and guidance is available to you, including CARE. The advocate office, CARE: Advocate Office for Sexual and Gender-Based Violence and Sexual Misconduct, was created at every UC campus to provide dedicated, full-time support to survivors of sexual violence, both immediately and over the long term. These dedicated offices ensure that survivors can reach an advocate whose sole responsibility is to support their needs. The Advocate Office, which launched system wide in January 2015, is one of seven recommendations from the President’s Task Force on Preventing and Responding to Sexual Violence and Sexual Assault.

Jurisdiction and Legal Authority
EDI-CRO’s jurisdiction covers all of UCLA’s campus and UCLA Health. EDI-CRO ensures that the university remains in compliance with applicable federal law, state law and UC policy concerning protections under Title VI and Title VII of the Civil Rights Act of 1964, and Title IX of the Education Amendments Act of 1972, the Americans with Disabilities Act of 1990, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination in Employment Act of 1967, the Fair Employment and Housing Act, the Genetic Information Nondiscrimination Act of 2008, the Pregnancy Discrimination Act of 1978, the Uniformed Services Employment and Reemployment Rights Act of 1994, and equal employment opportunity and affirmative action obligations.
To ensure compliance with UCLA’s obligations as a federal contractor, CRO is also responsible for the development and implementation of UCLA’s Staff Affirmative Action Plan and Academic Affirmative Action Plan.
